There is no requirement for monthly repayment. Repayment is only when the property is sold or transferred.

Refinance and Renovate Loan

Homeowners living within limits of Healthy Neighborhood on a target block are eligible for this program which refinances your loan and offers renovation assistance. Loan amount offered is up to 120% of your home's rehabilitated value at a 1% lesser than 60 day rate of Fannie Mae for a 30 year term. Architect consultations are offered to buyers for free. Buyers also need not take private mortgage insurance.

HUD 203K Rehabilitation Loan Program

This is a program that offers rehabilitation loan for a single family home owner. This loan is offered at a fixed rate for a long term both towards property rehabilitation and towards acquisition.

 

Loan amount depends on property value and work to be done. No luxury items are included in the scheme.

Lead Elimination Action Project (LEAP)

Enrolled properties that meet the standards for risk reduction are eligible for a loan for clearance testing and windows replacement. There is no option of cash assistance as this is a grant program. The program conducts free clearance and windows testing.

 

All landlords, home owners and tenants are eligible. Work scope can be developed after property is accepted into the program. Initial part of the work must be done by the owner of the property. They must meet standards of risk reduction by removing peeling paint, flaking or chipping. Owners must also ensure any structural problems leading to paint flaking are corrected, floors are cleanable and smooth and doors do not rub and damage surfaces painted with lead.

Maryland Housing Rehabilitation Program (MHRP)

This program is geared towards correcting any system deficiencies and violations of health safety and is a state wide program. It offers loans for rehabilitation below market rate. Deficiencies in systems are addressed through this program including water heaters, boilers, furnace and HVAC in owner occupied properties.

 

Eligible households can receive a loan amount of up to 95% of the value of their property under this scheme at rates of interest that vary between 0% and 7% based on levels of income.

 

Loans are offered for a period of up to 20 years. For households below the 50% state median income, deferred payments are allowed. Closing costs and application fee are included in the loan amount. Households earning below 80% of the median income level are eligible for this scheme. Homes must not be more than 4 dwelling units and owners must be in a position to assume new debt and must have title to property.

Grant Program for Lead Hazard Reduction in Maryland

Loans and grants are provided to landlords and owners of homes to eliminate lead from their property and enhancing safety.

 

Grants can be up to $15,000 per dwelling unit depending on the repayment ability and income of the applicant. Both rented properties as well as primary owners are eligible for this program which does not require any income limits. It is important to address all lead safety related issues in the work plan. Senior Roof Repair Program

Home owners 62 and above are provided loans by the Baltimore Housing Office of Rehabilitation for repair of their roofing systems. After five years of owner occupancy, the loan is forgiven. This is exclusively offered for those whose earning does not exceed above 50% of the median income level.

 

Homes must not be more than two dwelling units and must be owner occupied. A homeowner's insurance is a must and the loan includes closing costs and application fee.
