History of Otterbein:

Originally, the houses in Otterbein Baltimore were constructed as single houses or as two house developments. The size of the house varied, according to the status of the residents. The rich people lived in the east-west streets and their homes were larger in size. Houses on the north-south streets were smaller in size and they were occupied by the residents who worked in clerical or similar other less remunerative positions. The smallest homes were located along the east west streets and unskilled laborers, factory workers and construction laborers lived in those houses. The Second World War changed this situation. The need for war housing led the owners to split up their row houses into many apartments.

Otterbein homes, especially backyard shacks deteriorated after the Second World War. The factories, shipping and ship building industries left the Inner harbor and as a result the residents who depended on these industries for living did not reinvest on their homes. The area had a rough reputation, as it had many bars. The Government seized this neighborhood in 1970s and prepared the buildings. It took in possession of various deteriorated row houses in Otterbein and inaugurated the largest urban homesteading program. Then the city allowed for the development of new town homes and condominiums.
